well I notice that you're constantly timing out every minute so its probably something to do with your internet or computer speedComment

No, they are not 2x faster its you lagging.
Close all other programs that use internet while playing sa-mp.

I raced wid you yesterday and I noticed that u were lagging like hell! Its your ping problem if its not ok you must get behind everyone who have better ping then you. You must fix your ping. This happens with me too, When I race with the players having better ping then me.Comment
