Well maybe this gonna help you:
1) Open Task Manager -> End gtasa.exe + samp.exe
2) TURN OFF your router< wait 15seconds and then START IT again.
If this didn't worked try to change your adresse IP:
Change your IP address using Command Prompt:
Click ''START'' then ''run''.
Type ''CMD'' then click ''OK''.
Type ''ipconfig /release'' then click enter.
