Adobe Premiere Pro is the ultimate superior software. But for your specs I recommend Sony Vegas or Camtasia Studio 8

I use Corel VideoStudio Ultimate X9. For me it is the best. For beginners it is far more better. Works fine even on low end PCs. So its suggested for a try.

Since I have done some video editing(video effects) in the past I think I can help you out with this question.
I used Vegas pro 10( at that time only this version was popular)
For overedits I went for NewBlueFx plugins
For real motion blur I used RSMB
For quality I used magic bullets which has so many templates
Even in Sony Vegas 10 you will have lots of default plugins
If you are interested look at my editooo #3

If you think you won't need this much effects then only Vegas pro will be sufficient

I think you must have windows 64bit to run Sony Vegas ( with 4GB RAM, but i recommend 8GB is needed ). So in your case, you should try Adobe Premiere, i always use Adobe things, they're pretty perfect. Good luck
