I guess it should be costs instead of cost.

I think the sentence is correct because the first part of the sentence is present perfect and is followed by past simple tense therefore cost should be in second verb form and the second verb form of cost is cost. Correct me if I'm wrong though.

They is correct, because it's a gender-neutral pronoun. So they equals he or she. They is third person and so is were, so it's a correct sentence.
