The problem is : Is anyone know how to register ther irc.tl ? They said :

-To register your nick, type "/msg NickServ REGISTER [your password here] [your email address here]"
e.g. /msg NickServ REGISTER abc123 samp_player@hotmail.com

But i don't know where i can type it to register !?

In the chat input box (any channel) on the irc.tl server context.

You've to type that in the chatbox. (where you do such commands like !say, !pm etc).
