* Added the /safsc level 9+ admin command to set the maximum number of allowed fast state changes
* Edited the code to detect rapid player state changes (AFOB was sometimes triggering it)
* Rick: Fixed an Event bug... if a player leaves the game when they are preloading an Event they are
