Trusted Player Can make Goggle p-goo

Today Panzehir told me he was able to create a Night / Thermal Vision Goggles p-goo which normally shouldn't be possible. He showed it to me also, and then i asked some admin if this was normal, and it isn't.
So Rick can you take a look at the script?

I tried it today with MisterX and he wasn't able to create one.

Update: Panzehir used object id 3070, and i took it and i didn't got the vision goggles.
We got confused both about it.
