I noticed the same indeed. This is really weird, but it's not on every player.

Saw it first on TP but then its also on unregistered players, you can see on this image:

ID 93 have double label (bottom, far), you can see the opacity is more visible than ID 89 (top, close).

I know about this bug... the code to create them is right. I am 100% sure of that. It is something weird in the streamer.

In the next update I made the 3D text labels be created during the first time the player spawns instead of when the player first connects.

If this does not fix it then not sure what we can do about it.

Using normal SA:MP 3D text labels is bugged because the streamer messes them up even we do not use the streamer for labels. So I converted them to streamed only to get this new problem. Seems the streamer is buggy and to top it all off the author does not reply.
