That's normal, it's because your character is standing on the stair object, and whenever u move that object your character will move aswell, so if u take it underground you'll follow the stair aswell.

Like zarky said if you surf on an object that you are editing or it's moving then you will follow the objects too.
For the empty ground, it's normal as most games does only model from the visible side of players in the game but as it's in SA:MP this mod allows you to go anywhere even inside a building. and it's not a bug, not sa-mp bug too, but that's how GTA:SA made.
