While racing possible to use/spec then press shift you can kill someone if you were used /setmark before race started you can turn back to race with /mark. Teleports doesnt work but /car works. which race with slow cars can be abuse with an speed car like infernus instead slow cars.

I don't think you'll be able to race if you don't use the right vehicle, The race auto-ends for you incase you do this even if you can't use commands to spawn another vehicle and pick up a static one on the road or in a park the race ends. I've tested it with a race that needs a vortex and i can't spawn a car.

I added code in the next update (v4.3.1) to disable the use of the /spec command for players in a race (admins can still use the /spec command at any time).
