Maybe add this animation [if it's not already in-game]:

maybe /animbeach 3 is working but do nothing as we know that kind of animations were from gta_sa animation library. when you type /animbeach 3 it will load the animbeach animation from gta sa ped files so it possible that kind of animation(animbeach 3) is do nothing or maybe just doing animation for short of time.

By the way there is a lot of animations that don't work for me, but i think it is a bug of my game, not in server

Some anims might not appear to do anything as they are designed to be used with other anims and states.
