Are you sure that isn't the ingame speed-boost feature that GamerX has? I mean if you aren't sure you should report him, admins can check for you, this is a bug section. To report players go here.

Sir, flying in the sky and speedboosting are features of GamerX.
You can set them and do them with any vehicle by typing /sfm, /ssfm and /shm and choosing the feature you want to use.

/sfm = Fire Key
/ssfm = Secondary Fire Key
/shm = Horn Key
To report cheaters when there aren't any admin on the server or all of them are AFK go Here and read the sticky thread, then copy paste the format and fill it as admin Eliteus mentioned.
