~ I would like permissions to use alternative account for my brother ~

I was talking to PANZEHIR and i asked him if it's allowed to have two accounts with same IP Adress due to some reasons (such as my father cant afford my little brother a gaming laptop/pc) he told me yes it's allowed. So i want to hear also from other admins (just a notify) so i wont have any problem by having alternative account.! He's 17 years old!
