Well this problem happens sometimes, I suggest u to check your video card drivers, Make sure you have installed them, the latest video drivers. Hope it would work by installing the latest drivers but if not try reinstalling the gta sa & SAMP and if it still not works see if u got some enb or and kind of mods, remove them. These are some solutions if still not works, you need to get a brand new dvd/cd (no pirated game from internet) and try installing it

Ok i know this problem.
You are probably using Intel HD Graphics with Windows 8.1, and for that there is a driver downgrade that solves these issues. I posted a topic about it here.

I would suggest you to update your drivers to the latest version existing and if that doesnt solve the problem then you can re-install GTA San Andreas.

@Glator read my previous post. He should try my driver i had around for Intel HD 4000 which just works without any problem ingame.
