I get this issue sometimes, then i close my sa-mp then re-open it, it works to me.
If it doesn't work, you have to reset your modem, turn it OFF then back ON.
If you still can not connect, the final is re-install your samp.

If your firewall (antivirus) is enable then disable it and try to reconnect..

What Mean Is That

First off delete the 0.3z setup you have in your computer.
Re-install GTA -SA
Download a fresh copy of 0.3z from sa-mp.com
Install it back again (Make sure you have your firewall/antivirus turned off while doing all of the above)

Also make sure you have version 1.0 of GTA San Andreas.

I think game re-install is not needed since its only connection problem

You may play sa-mp only if u have 1.0 game version. If he would have 1.1 sa-mp wouldn't even start.

Try to clean your PC by CCleaner or JetClean (both are free program's to clean Windows/PC broken/rubbish stuff)

What anti-virus you got ?
What internet modem you use ?
You have sa-mp client add to firewall ?
