As i've seen some guys asking what is happening to irc, well some dick is ddos the irc.tl servers as he want's unban on the official #sa-mp channel, and that's why it's not able to connect to.
Next time use google or samp forum for searching.

use /server irc.synirc.net and then /join #sa-mp for news on irc ( Temp )
