You have moved an important file to a different folder? Have you changed something else with your SAMP or GtaSa folder?
Otherwise, you can try to reinstall SAMP.

I don't remember other options, wait what the others say, they have certainly more ideas :P

Go to the SAMP folder
Right click on samp and go on COMPABIBILITY
Do windows 98/me and run as Administrator
If it still not work and if coming report crash , re-install SAMP

Re-install all GTA.SA Files and also SA-MP.
Delete all GTA SA Files first and then re-install them again.

I am using Win8 too, No problem for me in running it and Installing it.

About your problem : Try to reinstall Sa-mp and GTA SA , or delete gta_sa.set file from Gta san andreas user files from my documents , and try running the game.
