Try to run it as administrator, and allow network acces if it ask.

that happens to me many times,
once this happened because my internet got some problem and second time i got this when my internet works fine checked by opening google and samp got that problem i reinstalled samp turn off my pc and Internet midem for 10 mins and when i opened it the problem got solved. hope it can solve your problem too.

The following reasons could be the problem:
-Internet connection
-SAMP (error)
-Administrator Right

So check your Internet connection.
Uninstall SAMP and download SAMP click here to download SAMP 0.3z
Run SAMP as Administrator

Hmm then. Uninstall samp and GTA (uninstall not delete!)then go to computer and press Documents and delete the folder "GTA san andreas user files" .restart your pc. Now install gta san andreas in a different folder . after that install samp too and run it as administrator. Let me know if it work

Maybe your windows firewall is blocking samp for getting internet connection try this :

1.click start menu
2.type this at search bar : allow a program through windows firewall
3.follow this pic
4.tick on the first box then try and if not then remove 1st box check and put it in 2nd box if not put both tick in both boxes.
5.now try to play samp.
Note: Do these steps if your samp is installed, if not installed install it and try this.
