Try another PC/Laptop.
Maybe you have a Virus or a wrong Internet Setting.
Delete GTA User Files dont delete SAMP. Klick Uninstall.exe
Restart your Router and close AntiVirus
Don't use Proxy

Just restart ur rooter again it will work if not then net problem wait for some min if it also not working then reinstall ur whole game

if you aren't using Proxy or Other..
1. Uninstall GTA & SAMP
2. Reinstall Windows.
3. Install all Required Software with your system & Game.
4. Install Again GTA & SAMP
5. Add to Fav 37.187.154.36:8800
6. Play..

**** Try This only 30-40 Minutes Waste. if this logic is work Say Thank to Me ******

What antivirus do you have? (some of them dont have open ports as default, like mcafee)

Try to run SAMP as administrator or Just restart your rooter.
