You should read /tpinfo ingame to read info about the 'Trusted Player' status Level (2).

Don't ask to be an admin sir, you must be Trusted Player first, then admins will choose you if you good enough (when you have Lvl 2 and keep friendly, helpful etc....)

You are not allowed to ask for administrator status. You have to wait for it. You need to be active... helpfull.. active on forums IRC and in game and a lot more. Just wait for a admin ask you for being promoted.
