No, you are the one who is not understand about noobs.
Noobs doesn't care much with rules.
The "no cheating" is similar to "no killing in ammunation"
Also there are just some people who can't understand english.
That's why there is an admin and /report command, if all players would understand rules, there wont be many admins or the /report command.
I don't know why you asked about this, but i think the answer is logically easy.

The /report command is there for a reason.

It's not allowed, but..
I always get killed by a noob when entering the Ammo-Nation, i just report them no more no less..
P.S. Make sure you don't fight them back otherwise you'll be banned/jailed as well.
