You can vote yes or no if you are ACTUALLY part of the clan. You voted in one of our clans app but you are NOT in our clan. To make your own clan, view this:

To get people to join your clan, view this:

Once you have your own clan up and running you can vote Yes or No on apps and even Accept or Deny them as you are the clan leader.

Similarly you can also join other clans by posting an application for the clan you want to join. However once you are accepted you can only vote Yes or No as you aren't clan leader.
