It can be meant:
1. He want his property he bought in game to have his name.
2. He want a property with his name, example "Stefan's House".

That is the answer.
The reason of this is not officially confirmed but if i'm not wrong, i heard that there will be changes on property system also clearing some property by the property committee. So that's mean property request may be opened soon as it's done.
