It's an edit of the gif. Either done on Photoshop's timeline or edited the gif online.
You can search in YouTube tutorials "how to edit gifs photoshop" if you got the program to learn how to do similar effects, but if you wanna do it online, search "edit gif online".

Or you can just directly ask Tocha to make it for you via PM by providing the gif you want edited, there's no harm in that.
