lag meaning in game

when I lag I drive slow what is lag? and how to avoid that?

Lag comes under your ping limit (check TAB in game) if your ping limit is high 400-500+ you're going to be slower then the players with 300 ping and less.
Sometimes it's your internet connection. Or maybe it's done by mods installed in your game, try removing mods if you have them. Also it can be caused by other programs running while you're playing, exit everything before you join. Another problem can be when you're downloading something, if you wanna play while downloading something then you're going to lag pretty much.
