Edit: Use medium+ graphic settings otherwise you might get a very dark screen

You will need to download an enb first, after that you will need to copy/paste the settings which jobu gave in the file named "enbseries.ini". Shift+f12, ig to toggle enb.
Ps You need a it good pc for that, or your game will lag.

Download any ENB mod with it's notepad by thingy
you can Check this link out ( shared by Cpt.Tall ) : http://www.gtaall.com/gta-san-andrea...cenhancer.html
And edit it with the notepad editor (enbseries.ini) or something that you'll get when you download it by changing the values with those which Jobu gave you in his link

PS : when you go in the download page click on " Download without installer " as the installer won't work with SA-MP

Download the .rar and put "d3d9.dll" and "enbseries.ini" at your main GTA San Andreas folder.
Then open "enbseries.ini" with notepad, simply right click on it and click "Edit", then replace all the lines on it with the lines on that link that Jobu just posted, simply press CTRL+A then CTRL+V and save it then close it. That is all, enjoy the ENB series in-game by enabling it pressing SHIFT+F12 for the whole ENB, SHIFT+F11 to toggle reflection. Enjoy you game!

Use Jobu's settings. It will fix the water.

It's better for you to use jobu janes settings. It will fix everying and it's so light that it won't make your game lag.

try changing EnableWater=1 to EnableWater=0 in enbseries.ini file
