If you get IRC messages from any random boy with weird links? Don't be curious and open them.
If you are totally tired of his crap? Do this, it will block messages from unregistered IRC users.
Try one of these ways, if the first does not work

/mode <yourname> +R

or

/raw mode <yourname> +R

or

/quote mode <yourname> +R

To remove it do again

/mode <yourname> -R

or

/raw mode <yourname> -R

or

/quote mode <yourname> -R

You are doing it wrong. You dont really need Halfop and above Access. For example do /mode PANZEHIR +R or -R

[02:10:00] * PANZEHIR sets mode: +R
-
[02:10:07] * PANZEHIR sets mode: -R

OR
