[Gamemode] Race voting

I came up with the idea of adding a system of voting for a specific race. In my opinion that would be a good addition when there's no admin currently online. Probably a limit of 5 maximum nominated maps would be enough. The command would be available in the 2 minutes after a race finishes till the next's start.

Example:
You nominate the specific race map with its exact name -> /voterace GALS
Then you may either see your and other race maps which have been nominated too or vote for the race you'd like to be loaded -> /votedraceslist (/vrl)
