[GAMEMODE]Blocking the command

My suggestion is to add the /blockcmd and /unblockcmd commands for administrators to use on the players who mis-use or spam the command.

The params should be:
/blockcmd [id/name] [command]
/unblockcmd [id/name] [command]

and additional param of "seconds" can also be added for auto-unblocking of that command for the player
