It's Internet Relay Chat and it's not possible to spectate from irc.

How will you get to know about who is the hacker from IRC? it is hard and would be unfair if that player is not cheater.
In my opinion reporting from IRC is useless.

It might be a useless post from me,

but still you can check Anticheat logs from IRC, if it's something suspicious feel free to pm anyone to spec him or report him.
