Some people hide on purpose in these events because they don't mind to wait a whole hour for the event to end.
Therefore, I'm suggesting to add a timer at the beginning of these types of event (maybe somewhere between 5 and 10 minutes). The positions for the remaining participants would be given depending on how many health points left they have. The more you have, the higher your position.
Edit: I didn't think about it thoroughly. The players will try to hide even harder, since not having lost HPs would secure the victory for them. Actually, I think the best solution to the camping issue is to make smaller maps.
And to be honest, I didn't think about what would happen if several players have the same amount of HPs left. At any rate, a timer would help the event end more quickly, that's the only good thing about it.
