Weapons tint!

Everything already exist in the server, for your first suggestion, you can customize your weapon appearance by attaching holding objects to your weapon, read /hoh in-game for information or /ho for a dialogue box that can offer you several categories and sections for holding objects.
Alternatively you can browse registered holding objects here and here using /lho and /lhos.

For the second suggestion, there is already an anti-cheat system, at the moment it only detects a few types of cheats, the rest are for admins.

Third suggestion, buying houses already exists in GamerX, just read /prophelp and allow yourself to view the property help and how the system works.
Also saving cars already exists, just drive a car and /sac to save it, /lc to load it afterwards, notice that /sac does not save your vehicle colour and tuning modifications.

Not for weapon tint, material color for holding object is already suggested by me about a year ago, which allows us to change the color up to 2 material indexes of holding object, it is not added yet. Alternatively, you can use weapons skin mod as ATP said (unfortunately he deleted the post).
