It's called flickering issue, because you have too many mods installed which needs higher streaming memory to render...
SA-MP 0.3.7 allocates extra memory from your available RAM size, check F5 to see the Streaming Memory size. For me, without mods (just GamerX IMG Lite) only uses around 150-175MB.
Install more RAM, clolse other background/useless program, or remove some of high mod.

You need to install SA Stream Fix to solve the rendering problem, you need install Cleo and SA Stream Fix to make your PC render more. also the current version of Cleo include SA Stream Fix 2048MB so you don't need to download and install SA Stream Fix anymore.
