The finish spectate mode automatically respawn you because it's made that way by SA:MP when a server toggles off the spectate mode from a player. It's not because server forced the player to respawn. You can make it to teleport back where the player was at. But still you will have to respawn first.
Newbies are not aware of /spec, this just not simply available in most other SA-MP Servers.
Sprint stamina isn't part of gamemode script, therefore it's not on control yet, they are just client sided and can be always cheated unless server regularly checks the player animation, just like flying swim hack or can be sometimes desynced. So it's not a bug with the server.
The /spec command has been abused many times already since long time ago.
Using /kill in minigame doesn't reset your killing spree, killing spree does not get increased nor decreased in minigame or event.
/sprint are sometimes desynced with other players, they are animation forced by server, not by client. So i'm not sure it has effect with stamina.
Again if you are wondering why timers, delays, updates, are very hard to get implemented, that's because scripters will always consider the use, it's not like we can add and run 100 timers at once easily, or regularly checks everything, trace everything, the script ability is not that strong. It does not run in many threads but only one thread, so optimization is important thing on process, times and updates. Game server has tick rates, read more here for explanation.
About respawn or spawn at different position, we have experienced it by giving trusted players ability to set their custom spawn location, just in 2 days it gets abused by Trusted Player, comparing to normal players, i don't believe it wont be abused.
/spec was made to spectate someone playing (like stunting, or dming), or for making movies, or when you suspect cheater, but it's not primary for that.
P-GOO with /spec is not also primary thing, it's not a requirements that P-GOO must be always made with /spec the TPs.
It's not player's job to check cheaters, or to make sure that they are cheating or not, it's admins job. /report is available for players to notice admins that someone might be rulebreaking. Even you are very sure that player rulebreaks, admins will watch again, they do not just punish the player directly by just looking at your report. And the admins will not punish you either if your report is wrong.
I, and some other admins just don't really like players that comes here to stay at spawn watching or always /spectating the whole players in the server, thinking that they are helping admins much and can be a TP.
Admins doesn't /spec all players regularly, we are here to protect the game from unfair actions, and to help them to have fun. So players are expected more to have fun. If there are cheaters in server, it's not the players fault for not reporting them, it's the admins because it's their responsibility. Logically you will think "Omg that server has alot cheaters, maybe they dont have anticheats or admins" not "Omg that server has alot cheaters, maybe the players never report!"
This idea might be good for admins as they would really need it more than normal players. About forcing /respawn (on a player) i think i suggested this to admins a long time ago already. (sorry i have to leak this since this discussion went too far).
I think i would category this suggestion as lazy thing, they have negative effects as my observation. Like /togglegoto that has shortcut to /tg, i find out that many noobs (that regularly play but loves rulebreaking and playing unfairly) telling a newbie via a pm (that doesn't know anything yet) to /tg them so they can teleport to the player and kill them. I mean it's like "/tg myid!", newbies would be aware more if it was "/togglegoto myid!".
I'm not going to talk about armor and health or weapons thing, i want to explain more from what i said in my previous post that having thing like this just like ghosting, you disappear and appear again fooling the target, you will start to think that they are using teleport cheat, beside the fact that players or even trusted players doesn't know who is spectating them or others.
I just think that having this idea accepted for players would just extend the possibility of the abusing by unfair players. It's really not needed for players that don't rule break like northwest said. This is not to make something cool (again).
In short, the necessarily lever is not that much comparing to the risk.
I'm not sure if you will contradict more even it's pointed out clearly the reason and the risk... or else i will just post the opinion that /spec should be made for Admins only. But surely opinions are welcome, until the suggestion got accepted or denied.
